First clue that a new piece of legislation is useless is the name. Its similar to a developer clear cutting most of a 100 acre parcel of pine forest, building 150 homes and naming the new development "Whispering Pines".

I would believe if there is a department somewhere in the bowels of govt. that is tasked with idiotic acronyms. Oh wait, thats already taken by DOD. How many have died under various grandiose "freedom' endeavors.
I am guessing that it's like intelligence agencies. Every group has an inhouse version( yet stupidity still reigns supreme).. Hypothetical examples, their own Panel of Acronym Idiocy Development - Official Federal Function- Senate PAID OFF, FBI PAID OFF, etc.
